Why the honest answer is “it depends”
It’s the question every project manager, commercial lead and budget holder wants answered as early as possible: what is this going to cost?
It’s also the question no reputable contractor can answer responsibly with a single headline figure. Specialist M&E installation on highways and other critical transport infrastructure is shaped by a long list of variables that can change the cost significantly from one site to another. Two projects that appear almost identical on a drawing can end up with very different budgets once access, traffic management, ground conditions, working hours, equipment specification and testing requirements are taken into account.
That is why asking for a generic “cost per installation” can be misleading. A more useful approach is to understand which parts of the project move the price, what should be included in a properly scoped quotation and where apparently cheaper bids can leave significant costs sitting outside the original number.
Here are the main factors we look at.
The environment often drives more cost than the equipment
On a highway project, the physical product can be one of the easier things to price. While everyone agrees (roughly) on the cost for a luminaire, distribution board, motor, control panel, or access gate, what varies much more dramatically is the environment in which that equipment has to be installed.
Take an example: an electrical upgrade in a quiet compound with unrestricted daytime access. The team can arrive at the start of the working day, set up properly, work continuously and leave once the planned task is complete.
Now compare that with the same equipment installed beside a live strategic road.
The second project may involve traffic management, lane closures, escort requirements, additional lighting, complex delivery arrangements and much else. The electrical task may be the same, but the project is not. The logistics can multiply labour and mobilisation costs without adding any actual extra components to the system.
Access restrictions affect productivity
Restricted access also changes how efficiently labour can be used.
On a conventional site, if a job takes six hours, it takes six hours. On a highway project, six hours of actual electrical work might need two or three separate visits if each closure provides only a limited productive window.
Consider that permits, isolation, setup, clearance and handback not only need to be done, but done each visit. This is why comparing labour rates alone is rarely useful – a contractor charging a lower hourly rate but requiring more closures or less efficient sequencing can easily become more expensive overall.
When comparing quotes, make sure everyone has priced against the same access assumptions, as a more favourable quote may simply mean someone has assumed a much easier working environment.
Traffic management can become a major budget line
Traffic management is sometimes treated as a secondary item in early-stage budgeting. However on live highways, it can be anything but secondary.
Depending on the location and type of works, traffic management may involve lane restrictions, overnight closures, diversions, temporary speed limits, rolling roadblocks or full carriageway possessions.
The number of nights matters too. If installation takes three possessions instead of two, the electrical labour increases, but so does the traffic-management requirement. A well-planned project therefore tries to reduce the amount of work carried out during expensive possession windows.
Every task moved into a workshop or controlled environment can potentially reduce time spent under traffic management.
Sometimes paying more for pre-engineered equipment results in a cheaper overall project because it reduces the amount of highway access required.
Compliance and accreditation must be budgeted for
Highway electrical installation sits within a highly controlled construction and infrastructure environment.
Exactly which approvals and accreditations are required depends on the client, network, contract and individual work package, but specialist projects can involve requirements around competent and appropriately accredited operatives, HERS requirements where applicable, permit-to-work procedures, quality-assurance procedures and asset handover requirements.
None of this happens for free, of course, and a business that operates routinely in highways and critical infrastructure has built these systems into the way it works. However a general contractor attempting to enter the environment for the first time may discover many of those requirements only after appointment.
Design responsibility changes the price
Another important question is: how complete is the design when the contractor becomes involved? There is a big difference between:
“Install this fully specified system exactly as shown on these approved drawings.”
and:
“We need an automated access solution here. Work out what is required.”
The second brief carries much more engineering responsibility. Bespoke infrastructure projects can also go through multiple design iterations as the principal contractor, client, designer and specialist supplier refine the solution.
That engineering time needs to be considered in the project budget. Where bids vary significantly, check whether each contractor has assumed the same level of design responsibility.
Bespoke versus off-the-shelf equipment
Generic equipment is usually cheaper to buy. That does not necessarily mean it is cheaper to own.
Highway assets may be exposed to rain, moisture, road salt, brake dust and all manner of other pollutants. Equipment designed for a low-duty commercial environment may technically perform the required function without being well suited to the operating conditions.
A purpose-engineered solution may include higher-grade materials, more robust components and better environmental protection – it costs more because it is doing more.
Off-site engineering can increase the equipment cost and reduce the project cost
This is another area where headline equipment prices can be misleading.
Imagine two systems. System A costs less, but arrives as separate components that have to be assembled, wired, configured and tested next to the carriageway.
System B costs more because it arrives factory assembled, wired, programmed and pre-tested.
If site access were unlimited, System A might genuinely be cheaper. But under an expensive overnight closure, System B could be the better commercial option because engineers are spending their access window installing a proven assembly rather than building it.
Off-site work can include panel assembly, wiring, functional testing, cabinet integration, mechanical assembly, pre-commissioning and much else. A mature highways contractor thinks about total installed cost, not just equipment purchase cost.
Existing infrastructure can make a simple job complicated
New-build projects are often easier to price than upgrades to existing assets. When integrating into an operational highway environment, the contractor may have to work around infrastructure installed years or even decades earlier.
Drawings may not perfectly reflect what is actually on site. Cables may have been rerouted, components may have been replaced with later models, and existing equipment may no longer be supported by the original manufacturer.
Good pre-construction surveys are invaluable – yes they cost money, but they reduce the likelihood of discovering compatibility issues during an expensive possession window.
Documentation, testing and handover are part of the installation
An M&E asset isn’t finished when the bolts are tightened – It is finished when the asset has been tested, commissioned, certified and accepted.
Depending on the package, handover may require:
- Inspection and Test Plans
- Electrical installation certificates
- Test results
- Commissioning records
- Manufacturer documentation
- Photographic records
- Warranties
- Training
- Client-witnessed testing
– and much else.
All of that takes time. For infrastructure clients, the documentation can be almost as important as the physical asset because it becomes part of the long-term maintenance record.
If you don’t know exactly what was installed, how it was tested or what configuration it was handed over in, the next intervention becomes more difficult and more expensive.
Working around other contractors affects productivity
Large highway projects rarely involve one contractor operating alone. M&E teams may need to coordinate with civils, structures, traffic management, communications, drainage, surfacing and principal-contractor teams.
Delays by one package can affect another. A properly scoped quotation should identify important assumptions and dependencies rather than pretending the M&E contractor has complete control over the programme.
How to compare M&E quotations properly
Comparing only the total at the bottom of each quote is risky. Before deciding that Contractor A is £20,000 cheaper than Contractor B, check whether they have actually priced the same project.
Look at:
Access assumptions
How many shifts or closures have been included?
Are they daytime, nighttime or weekend?
Traffic management
Is it included, excluded or provided by others?
Civils
Are foundations, excavation, ducting and reinstatement included?
Design
Is this installation-only or design-and-build?
Equipment
Is the specification genuinely equivalent?
Lifting
Are cranes, HIABs, MEWPs and lift plans included?
Testing
What certification and commissioning has been allowed for?
Documentation
Are O&M manuals, ITPs and handover records included?
Project management
Who coordinates with the principal contractor and other trades?
Maintenance
Is there any post-installation support or warranty response?
Once these assumptions are aligned, quotations become much easier to compare.
How to budget sensibly at an early stage
You may need a budget long before detailed design exists. That’s normal.
At that stage, asking a specialist highways M&E contractor for a budget estimate with stated assumptions is usually more useful than forcing an artificially precise fixed price.
The budget might include allowances for areas that remain uncertain. As the project develops, those allowances can be replaced with firmer numbers.
Early contractor involvement can also reveal costs that designers or budget holders may not yet have considered.
For example:
- Another access night may be needed for concrete curing.
- A larger enclosure may reduce future maintenance costs.
- Pre-fabrication could eliminate one closure.
- Existing power infrastructure may need upgrading.
- The proposed equipment may require a more substantial foundation.
Finding those issues during budgeting is far cheaper than finding them during construction.
Beware of the quote that is too simple
Specialist highway M&E is rarely simple enough to price as:
Equipment: £X
Labour: £Y
Total: £Z
If the project involves live-road access, civils, testing, design and commissioning, a credible contractor should be able to explain how those factors have been accounted for.
That doesn’t mean the quotation needs to be hundreds of pages long, but it does mean the commercial assumptions should be visible.
A suspiciously low quote often falls into one of three categories:
- The scope has been misunderstood.
- Important items have been excluded.
- The contractor expects to recover the difference through variations.
None gives the budget holder genuine cost certainty.
